Rationale for this change

What changes are included in this PR?

Added hover effects to improve user interaction and visual feedback for the chatbot buttons.
Updated Chatbot.css:

.chatbot-send-btn: hover now changes background color to var(--primary-hover-color).

.chatbot-quick-btn: hover now shows subtle background highlight and border color change.

.quick-question-btn: hover now slightly enlarges the button (transform: scale(1.03)) and changes background color.

These changes enhance the hover interactions for the send button, quick menu button, and quick question buttons.

Are these changes tested?

Yes, tested locally on Chrome and Firefox.
Hover effects appear correctly on buttons.

Are there any user-facing changes?

Yes, users will notice:

Buttons now change color and slightly enlarge when hovered.
Improves visual feedback when interacting with the chatbot interface.
