Fix che 7.30.x broken dashboard, debug configs not present for devsandbox periodic tests

!!! DISCLAIMER !!!
These issues have been fixed since, but are still influencing CRW 2.9.0, hence we need to backport workarounds for them

• Dashboard sometimes loads for too long / gets stuck loading - add refresh as a workaround
• Debug configurations are sometimes not present, utilize fix from The "TypescriptPlugin" fails because of no debug config displays #20079

Steps to reproduce

• Try to create a new devfile from getting started suite (sometimes it doesn't load correctly)
• Try debugging, if you did not refresh the workspace yet, it is highly probable that the debug configurations will be missing

Expected behavior

• dashboard loads perfectly every time
• debug configurations are present after first load of the workspace and project pull

• Openshift (include output of oc version)
• minikube (include output of minikube version and kubectl version)
• minishift (include output of minishift version and oc version)
• docker-desktop + K8S (include output of docker version and kubectl version)
