Describe the bug

Unable to create an empty workspace in che dashboard.

Steps to reproduce

  1. Create an empty workspace in che dashboard.
  2. show error. Failed to fetch resources. unable to get local issuer certificate

Expected behavior

I accessed the URL, but did not see any errors (after Devfile loaded from )

I was able to start .net and other workspaces except empty.
