WHAT
This PR adds a draft document for a test plan which outlines several test cases
that implementors need to pass in order to be "IATP Compliant".
WHY
Once IATP becomes an official standard, there must be a repeatable and independent way to prove compliance.
FURTHER NOTES
The document also outlines a couple of ways to achieve that automated compliance, none of which are currently
implemented. Implementatinon will follow in a separate stream
Also, this document is intended to be a "living document", which is why several sections are yet to be written.
