What this PR changes/adds
This PR adds a CLI for the Identity Hub that will be used for seeding data at deployment time and upload VCs during onboarding. The CLI is tested with an integration test that verifies the correct functioning of the CLI by adding a VC into an Identity Hub and consuming it through the
CredentialsVerifierof a separate connector.The CLI will be used in these follow-up stories:
