- Updates to parent pom v12

JAVA_TOOL_OPTIONS is required to set the source file encoding during compilation of the core modules. However, then the environment variable is set, the JDK will _always_ print out the "helpful" message "Picked up JAVA_TOOL_OPTIONS: -Dfile.encoding=UTF8", and there is seemingly no way to silence it. This in turn will make the CLI tests fail that make sure successful execution does not print anything to stdout or stderr.
