Improvement: validate headers in rst

## Description

Workflow should check headers in rst files -- rst headers would be written as follows:
```
.. <text>
.. <text>
```

## Motivation

To make sure the that documentation is also licensed correctly

Will be required for docs as code with sphinx & sphinx-needs
