We need to publish the docker images for the 4.0 release.

I've been away for a while, but I can look into it.

I guess this would also mean upgrading the docker to use Tomcat 9 or so (since we are compiling for JDK 11, and if memory serves me well, Tomcat 8.5 is JDK8...)

FWIW, the 4.0.3 images have been published on https://hub.docker.com/r/eclipse/rdf4j-workbench, using docker buildx (see also https://docs.docker.com/desktop/multi-arch/)
