Improvement: Update module_template repo Basel modules

What

Update both default and custom Bazel modules in this repo

How

First, check the latest version of the default Bazel modules and update it.
Second, get the latest version from score_docs_as_code then use the new module score_tooling instead of old separated module and update all the dependencies for those modules to the new import
