Issues in older dracut:

The following files will be added to the initrd by this change:

/usr/lib/sysusers.d/systemd-resolve.conf
/usr/lib/systemd/systemd-resolved
/usr/lib/systemd/system/systemd-resolved.service
/etc/systemd/system/multi-user.target.wants/systemd-resolved.service
