refactor(snap): Merge snap hook packages

This refactoring is to simplify the code and reduce the snap size:

• The Snap's configure hook currently accepts subcommands that control the behavior of the configure executable. The same logic can be applied to have configure, install, and options related operations using a single executable.
• Set Go build flags to remove symbols table and debugging info from the binary executable.
