Cherry-pick of PR #19848 to 7.x branch. Original message:

What does this PR do?

Implements changes of configuration discussed here #19104

Related on fleet switching from settings.monitoring to agent.monitoring: elastic/kibana#71467 (review)

Why is it important?

Cleaner more readable configuration
