This moves the Troubleshoot ECK section up to the top level of the ECK Guide to make this section more prominent, and because the troubleshooting topics may apply more broadly than only "operating ECK".

As requested by Support, this moves the Troubleshoot ECK section up to the top level of the ECK Guide. It seems probably a good thing to make this section more prominent, and as Stef suggests, the troubleshooting topics may apply more broadly than only "operating ECK".
