Add support for enabling Entity Store in GitHub Actions test environment workflow

Motivation

Adding support for enabling Entity Store in our GitHub Actions test environment workflow will allow us to use Entity Store data during QA cycles, enabling thorough end-to-end testing of features relying on Entity Store. Additionally, it will prepare the infrastructure for future data injection scripts, ensuring we can populate Entity Store with test data in an automated and consistent way.

• GitHub Actions test environment workflow supports enabling Entity Store during deployment.
• Documentation in the workflow README updated to reflect how to enable and use Entity Store for testing.
