Summary

This PR:
Adds a new rule that detects SSH network connections spawning from an SSH parent process.
Decided to move this to DR, as I think this one might be too noisy for ER (due to ansible playbooks or other mechanisms that run code on SSH connection). I might promote it in the future once tuning is in, and the rule looks ER-worthy.
No FPs last 10d in telemetry, Only TPs last 14 days in my testing stack.
