Currently in the Add/Edit Role UI in Kibana, we show a list of cluster-level privileges like so:

This list is currently LINK REDACTED. Consequently when new privileges are added in Elasticsearch X-Pack, there's a risk of them being missed from the Add/Edit Role UI in Kibana.

Would it make sense to expose an HTTP API that would return this list of cluster-level privileges so the UI can populate the list dynamically from such an API's response, instead of hardcoding the list as it does today? If so, does it make sense to apply this to LINK REDACTED as well?
