Port x-pack cleanup code to ESRestTestCase #34530
Description
In the past few months we've started writing Apache licensed code that interacts with the elastic licensed distribution. As we write more and more of it we're bumping up against a problem: the infrastructure that we have to "clean up" after tests that involve the elastic licensed code is Elastic licensed. This code is also showing its age with issues like #34448. So I'm going to porting it from the x-pack directory into ESRestTestCase and looking to prevent some of those failures.
This will make it much simpler to add support for these methods to the high level rest client and to merge the docs in x-pack/docs into the docs directory.
