As part of #763, updates EUI to React 16.3 and converts
EuiBasicTable's lifecycle fromcomponentWillReceivePropstogetDerivedStateFromProps. The table component'sitemIdinstance method was not accessible from the static lifecycle method and was refactored into a stand-alone function.
