Create a content pack for OTel Host Metrics

With the removal of the inframetricprocessor running into mOTLP, users will not have curated inframetrics UIs working anymore since users are sending plain OTel data.

In order to give users the same experience they have today we decided to ship a content pack (including dashboards only) that will act as a replacement for the inframetrics UI when shipping OTel native data.
