[Cisco] initial commit to split Cisco ASA out of cisco package

What does this PR do?

This PR adds a separate cisco_asa package, as planned for 7.16 to split up the cisco package into separate packages. Currently ASA datastream will still exist in the cisco package, but will be marked deprecated in a separate PR.
