TS config cleanup (#90492) (#91173)

* exclude all the plugins from src/plugins * move all the used fixtures to discover * remove src/fixtures alias * remove unused fixtures * cleanup x-pack/tsconfig.json * dont compile apm/scripts * fix tests * dont include infra in xpack/tsconfig.json * update list of includes # Conflicts: # src/fixtures/hits.js
