[Reporting/CSV Export] Encountering "too_long_frame_exception" error when using scroll to fetch data

Kibana version: 7.13.0

After upgrading from 7.12.1 to 7.13.1, the CSV reports created using Kibana Discover are capped to 500 records.

We see this error in the Kibana server logs:
