Add a monitor stats section above monitors list on Synthetics -> Monitors -> Management page as per the design. The stats section has two panels Summary and Last 30 days.

"Summary" section shows the total number of monitors (monitor saved objects) and total number of disabled monitors.

"Last 30 days" section shows the total test runs in the last 30 days and tests runs overtime in the last 30 days.

In particular, these stats suffer from the same bug as #152230

Otherwise, post FF testing LGTM!
