Two issues here:

  1. No obvious visual cue that the button is selected
  2. No auditory cues as to what the button is, when it is focused.

@AlonaNadler The top button was fixed in #19782 and went into 6.3.1 and 6.4. But I don't know how to find the bottom button in the UI -- do you?

Sorry just saw it, when you create a threshold alert, and fill the watch name, indices, and time field, it opens new options to create the query for the watch, scroll down and you will see the action button
