[Infra UI] EUI Timepicker

Add new EUI based time picker to the home page and logging ui. The settings should be serialized into the URL.

• use datepicker + live stream button on the logging page (PR [Infra UI] Replace jump menu with EUI datepicker #20422)
• persist date of log scrolling position in the URL (also PR [Infra UI] Replace jump menu with EUI datepicker #20422)
• use datepicker + lookbehind duration selector on the home page (PR [Infra UI] Add time controls and live streaming to waffle map ui #22637)
• persist date and lookbehind duration in the URL (PR [Infra UI] Selectively persist UI state in the url (via container components) #22980)
