Here I hover input, but "Save" appears.

Timepicker is very weird, I cannot select upper (smaller) time spans.

Feat: workpad tweaks, for Reporting (elastic#628)

This is a pretty small collection of tweaks to make Reporting work, but doesn't really have change the functionality of Canvas yet.

- Replace *PageStack* component with *WorkpadPage*
  - And adds stricter propType checking
- Add some `data-*` attributes that Reporting uses
  - Include the total element count, which Reporting needs to know when the page has loaded
- Move page background out of *Workpad* component and into *WorkpadPage*
- Use `canvas__page--inactive` class to control off-screen positioning of inactive pages
  - Instead of hard-coding values, so they can be overridden with custom css
