Dashboard "Create new" button inconsistencies

There are 2 "Create new" buttons in dashboard and they have different behaviors.

1. "Create new" button in top nav. Clicking this opens create new visualization menu.
   
   
2. "Create new" button in add panel. Clicking this opens a drop down with only a single selection, "visualize". Clicking visualize then opens the create new visualization menu.
   

These inconsistencies provide for an unpredictable user experience. Why is there a "Create new" button in the add panel while there is also a "Create new" button that is very prominent in the top nav?

I would recommend removing the "Create new" from the add panel. The search bar is really squished and the extra horizontal space gained by removing this button will help alleviate this. Also, since the user made the choice to click "add", why is the most visible call to action then a button that has a different action?

We're currently redesigning the Create new/Add panel UI which affords us to fix this issue at the same time. Its definitely far from ideal, currently, and it was further complicated when the ML swimlane was added to the 'Create new' flyout menu. Currently, there is not a way to create an ML swimlane panel from the main menu so this is requiring more thought to resolve.

The new toolbar has been implemented and the Create button has been removed from the flyout.
