@nchaulet I think the changes made to state_new_actions.ts in #79307 triggered this. I can reproduce this locally consistently by only running fleet_agent_flow test.

This LOC might be the problem. The test passes if I hardcode it to timeout(3000). We set pollingRequestTimeout config, which this code uses, for the API integration tests.

Could you take a look to see if we need to either adjust the code, or this config, or both?
