EUI date - time picker in 12 hour format

Describe the feature:
We would like to display the time options in the eui time picker in 12 hour format instead of 24 hours.

In the screenshot above, we would like to change the time format for the black box from 24 hour to 12 hours.
Which was in use in the previous versions of Kibana.

Describe a specific use case for the feature:
Not everyone is used to the 24 hour clock and some people still find it confusing specially in countries where we're used to 12 hour formats.

We would like to make this change in our Kibana version 7.8.

@firdausa-iprogrammer you can track progress in the mentioned issue. When it is ready, it will be available in the new stack release. But it won't be in 7.8
