Describe the feature:
Currently if the user wants to change the date format used across Kibana they have to use momentjs syntax. This is different from most consumer web-applications and not very user friendly. Users of solutions like APM should not be required to set a full date format. Instead they should simply choose a locale.

Suggested solution

By replacing the current date format field with a simple checkbox indicating whether the user want to use 24-hour format or 12-hour format (am/pm) would be a great enhancement/simplification.
