Relates to #146864

This PR updates https://www.elastic.co/guide/en/kibana/master/setup-cases.html to include the necessary privileges for adding alerts to cases.

At the moment you can't attach alerts to Management Cases. Only Observability or Security Solution Cases. So I think we can omit this?
