Summary
Adds the https://www.elastic.co/guide/en/elasticsearch/reference/master/breaking-changes.html URL to the Kibana doc link service. Its purpose is for places where the Upgrade Assistant needs to point to the migration guide but where we can't add subsections while the docs are frozen.
