[CCR] Add pause, resume, and unfollow actions for follower indices #28305

This PR adds Pause, Resume, and Unfollow actions for follower indices.

Please note that currently it is not possible to surface the resume action in the UI due to elastic/elasticsearch#37127. This PR has some code checking shard and shard.length in anticipation of a proposed ES solution. If this becomes the final solution, we can move these checks to server or middleware.

In the follower indices table, the actions are under a context menu, as well as the actions column for each index. The context menu pattern is copied from Index Management and was added because once we can show UI for resume action, it's possible that the user will select a mix of paused and active indices, in which case we will show both pause, resume, and unfollow options in the menu. Looking for feedback on this: is the context menu overkill? Would it be better to just have Unfollow button and Pause OR Resume button (if the user selects mixed, we just give unfollow button)?

Each action has a confirmation modal. For bulk actions via selecting in table, the indices are listed:

Otherwise the modal title will have the index name:

Confirmation modal for unfollowing has additional copy to describe what will happen to the index, as we will first pause and close the index before unfollowing:
