This PR is continuation of #57365.
Now that
index_managementhas been moved out of legacy, we can add it as a required plugin forremote_clusters. This is to provide the same functionality previously defined in legacy here.How to test
remote_clustersloads as expected with default config.kibana.dev.ymlfile to include:xpack.index_management.enabled: false. Verify theremote_clustersplugin does not load.
