[Alerting] set correct parameters for unauthenticated email action #63086

PR #60839 added support for unauthenticated emails, but didn't actually do enough to make it work.

This PR completes that support, and adds some tests.

You can do manual testing now with maildev.

This is the only real code change in the PR. Previously, we were always setting transportConfig.auth.user and pass, even when they were null. Now we check that they're null, and don't set them in that case.
