to @elastic/kibana-qa the elastic-charts library has now a check on the amount of time between the start of the drag action to the end of the drag, below 100ms we don't consider that interaction a drag action. I've updated the browser dragAndDrop action to include an optional pause between the mouse down (press) and the mouse up (release) to provide that option for specific use cases like that one
