Support using and modifying a
limits.ymlfile that lives far away from the@kbn/optimizertarget dir, which will be the case for the Bazel future.Adds a
--limitsflag for customizing the limits path via the CLI, the script must define thedefaultLimitPathoption to the newrunKbnOptimizerCli()function, and we now pass the path to theOptimizerConfigwhen it's created in both the CLI and in thesrc/dev/buildtasks.
