Upgrades the Opensearch and Opensearch Dashboards charts to appVersion v2.12.0

Information to reviewers

Regarding this:

"Breaking: Requires an initial admin password to be setup starting from App Version OpenSearch 2.12.0. Refer this github issue: opensearch-project/security#3622"

Double checked that both restoring from snapshots still works both using curl with the admin user/password from apps config and using the Dev Tools. Also haven't encountered any other issues after upgrading or a clean install of Opensearch.
