Call button should confirm action before starting a call

The call button is so very close to the search button in element web:

Which isn't in itself a problem, but it does mean that if I misclick then the other user(s) are immediately sent a call notification without any confirmation. This nearly happened today when I was trying to search for some detail in a persons DM and almost called them. I believe that either there should be some delay before a call is made allowing a user to quickly cancel, or a second prompt to confirm the action.

@t3chguy mentions that instead we should just have a single call button that then asks if you want a video/audio call, which would implicitly then allow for a second confirmation step.

This could also solve at least half part of #17152 . Considering that the design for selecting the call type could also include the video preview before making the video call.

Something like these for selection?(Not really sure about the caller action design)
