The Jitsi join conference is now redundant

as the Jitsi has its own Join meeting button, now joining a conference is a whole click further away and feels very external

One of the issue with the Jitsi splash screen is that it creates a video and an audio track when landing there.
Which will toggle the "webcam dot" on mac and could be seen as a invasion by some users

Then we should skip the splash screen, either way, having both feels crud

Some ideas:

1. (easiest/worst ?) remove the jitsi splash screen using prejoinPageEnabled: false config. I don't like this option; checking the background is ok, mic working etc before joining is useful in a professional setting.
2. remove the join button and add a toggle to voice and video settings like 'start calls with voice and video muted'.
3. add an opt-in toggle to voice and video settings like 'launch jitsi automatically' that will remove the join button when enabled

Need to have #20637 for options 2 and 3, to avoid swapping your active call from room A with room B's call when opening the room.

Proposal from an internal team is to make it a config option so that deployments can asses their own risk. I don't expect us to use the config flag until product gets back to us on what the default/standard should be, though.
