If server doesn't federate and welcomeUserId is on another server, new users get a bad error message #7767

Not sure what the best solution is but apparently either some people don't realize or don't care but it's a pretty bad experience when the first thing you see after registering is "Server may be unavailable, overloaded, or you hit a bug."

You probably shouldn't be allowed to set welcomeUserId to a user on another server if you don't federate.
