  1. Remove container name for webpack 

    docker-compose still has problems with the container name. In the future
we might upgrade docker-compose for Ubuntu distribution which I
suspect is guilty.

  2. Remove docker layer caching in workflow 

    Gitub action throws an error on the step. Anyway, build times are at 3
minutes and I can't see this making it much faster.
