This PR simplifies the precompile CI to build only one binary for each target -- we don't need to build a binary for each NIF version because the code only uses NIF functions available since 2.14.
And this PR will wait until elixir-lang/elixir_make#79 is merged, and then update the
elixir_makedependency.
