Bump version requirement for nbformat, ipython, and traitlets

• Configure Elyra to use

  $ export ELYRA_GITHUB_BRANCH=i2491-fix
  $ export ELYRA_GITHUB_ORG=ptitzler
  $ jupyter lab
  

• Create and run notebook pipelines on KFP and Airflow
