Ping @sunfishcode / @kripken - this just a minor change to avoid running the unit tests if user chooses to do so. This enables user to pass the cmdline option What I would do in interactive builds of Clang on Windows is that I'd manually disable the unit tests from being run, but this is needed for the bots since one can't otherwise in automated manner disable the unit tests only from the build, and when the test harness fails, it will fail with a command line error which will throw buildbot off otherwise. |

Allow setting CLANG_INCLUDE_TESTS=OFF to avoid having to build long-running tests with cmake. This change is already in upstream LLVM 3.4 repository, backported here.
