Does it make sense to put the adopted financials of 2013 from http://www.bart.gov/docs/financials/FY2013_BART_Budget.pdf into the csv file?

Actually, it seems like the information in the 2013 bart budget might not properly fit into financials-simple.csv

financials-simple is derived from this financials file: https://github.com/enjalot/bart/blob/master/data/financials.xlsb
which @ptvans extracted from a BART pdf somewhere

I've already added the 2013 budget to my spreadsheet locally. I'll push
with some notes on where it came from
