Travic-ci.org has been put into read-only mode and rather than go through the hoops of moving to travis-ci.com we thought we'd explore using github actions to build our PRs.
As part of this I've removed the build steps for Ruby 2.3 and 2.4, both of which reached end-of-life some time ago.
Rails 4 isn't supported by the Rails team any more either, so I thought we could remove that while we were at it.
