fix(agent): Remove resources of planner agent #1540

Description

Remove unnecessary resources of planner agent.

In automatic planning scenarios containingToolAssistantAgent, additional resources will affect the planner agent.

How Has This Been Tested?

make test

Snapshots:

Include snapshots for easier review.
