Steps to Reproduce

  1. Open Ketcher
  2. Add 'Functional Groups' and 'Salts and Solvents' on canvas
  3. Choose 'Selection tool' (ESC) click on abbreviation and immediately drag before tooltip appears

Actual behavior
Tooltip appears after dragging abbreviation and stay on canvas until release click

Expected behavior
Tooltip should appears when user hover over abbreviation with delay and tooltip disappears after user start dragging abbreviation.

Tooltip closes view on click and drag FG on FG until you release the mouse button
