Rotation tool: label rotation

Steps to Reproduce

1. Draw a structure with a label (e.g. a benzene ring with a stereo bond)
2. Select only part of the structure so the label stays unselected
3. Rotate the selected part of structure

Actual behavior
The label is rottated with the part of the structure

Expected behavior
If the label is not selected - it should not rotate with the structure, if the label is selected - it should rotate with the structure
